Public Service Announcement from Mayor Mike Snider

Public Service Announcement

I, Mike Snider, Mayor of Port Clinton, strongly encourage that we follow the guidelines listed below to help reduce the spread of COVID-19 in our City:

Section 1.    All individuals within the City of Port Clinton need to wash their hands frequently, sanitize, social distance, and wear facial coverings over the individual’s nose and mouth in the following situations and locations:

  1. When entering, exiting, or waiting in an indoor line to enter a place of business that is open to the public, and while inside a place of business in the areas within the place of business that are accessible to, and are intended for the use of, the public.
  2. Inside a retail establishment.
  3. Inside a restaurant or bar and not seated at a table.  
  4. At M.O.M. when not sitting at a designated picnic table or chair.
  5. When entering, exiting, or waiting in an indoor line to enter a City of Port Clinton-operated building or facility that is open to the public, and while inside a City of Port Clinton-operated building or facility in the areas within such City of Port Clinton facility that are accessible to, and are intended for the use of, the public.
  6. When inside a public transportation vehicle, such as a streetcar, bus, or other public transit vehicle, a taxi or ride-sharing vehicle, or any other vehicle for hire.
  7. In outdoor areas where social distancing isn’t possible.

Section 2.    All places of business included but not limited to retail establishments, restaurants, and bars that have their employees interact with the public will need to:

  1. Ensure there is social distancing or utilize barriers.
  2. Frequently clean and sanitize surfaces, tables, chairs, doors, and any other areas accessible to the public.
  3. Wash their hands frequently.
  4. Wear a facial covering, unless exempted.
  5. Perform daily symptom assessments.
  6. Stay home if symptomatic.
  7. Encourage and allow customers and vendors to wear facial coverings.
  8. You may refuse to sell or otherwise enter into any transaction of any kind for anything of value in exchange for goods, commodities, services, or provide temporary lodging with those who do not comply with a request to wear a facial covering.

Section 3.    The request for facial coverings does not apply to employees in the situations where the Ohio Department of Health has ordered that facial coverings are not required, including but not limited to the following:

  1. Where facial coverings in the work setting are prohibited by law or regulation.
  2. Where facial coverings are in violation of documented industry standards.
  3. Where facial coverings are not advisable for health reasons.
  4. Where facial coverings violate businesses’ documented safety policies.
  5. Where the employee is working alone in an assigned work area not open to the public.
  6. Where there is a functional (practical) reason for an employee not to wear a facial covering.

Section 4.    The following individuals will not need to wear a facial covering:  

  1. Any person who has trouble breathing due to any medical or behavioral condition or disability or is otherwise unable to put on or remove the face covering without assistance.
  2. Any person who is actively eating or drinking at a restaurant, bar, or local outside food court known as M.O.M.
  3. Any person who is strenuously exercising.
  4. Any person who is seeking to communicate with someone who is hearing impaired in a way that requires the mouth to be visible.
  5. Any person who is giving a speech for broadcast or to an audience.
  6. Any person who temporarily removing her /her Face Covering to secure government or medical services or for identification purposes.
  7. A child who is under six (6) years of age.
  8. Any person while acting in their official capacity as a public safety employee or emergency responder when wearing a facial covering would interfere with or limit their ability to carry out their official duties or functions.  There include police and peace officers, firefighters, and other public safety or emergency medical personnel who support public safety operations.
